Incoming Silicon Valley water district CEO donates to board candidates

Valley Water’s incoming CEO Aaron Baker gave $499 to District 1 incumbent John Varela and $499 to District 6 candidate Milan Balinton, and Chief of External Affairs Rachael Gibson gave nearly $770 to Balinton, according to Oct. 22 campaign filings. Common Cause’s Sean McMorris said the donations appear legal but raise conflict-of-interest and pay-to-play concerns. Baker said he contributed in a personal capacity and expected no favors; Balinton said he was unaware and would hold Baker accountable if elected. Voters will fill competitive board seats in Districts 1, 6 and 7 on Nov. 3.
